ACT Infrastructure Projects: Debt, Delays, and the Future (2026)

A bold warning has been issued by a property industry advocate, stating that halting infrastructure projects in the ACT due to financial strain would be an absolute disaster. This comes as the territory's chief minister, Andrew Barr, attributes the government's financial crunch to the losses incurred during the COVID-19 pandemic and the subsequent investments made to stimulate the economy.

But here's where it gets controversial...

Chief Minister Barr highlights the significant expenses and revenue losses during the pandemic, along with the decision to invest in health, education, and generational infrastructure. He argues that these factors have contributed to the territory's current financial position.

"We made democratic choices to prioritize health and education, two of the ACT government's largest responsibilities," Barr stated. "We also chose to invest in infrastructure that will benefit future generations."

And this is the part most people miss...

Barr explains that the costs of these infrastructure projects will be spread out over a century, with construction peaking in 2026 and 2027. He addresses questions about the timeline for a territory-wide light rail network, clarifying that it was never intended to be completed within a 10-year period.

"The rollout of the light rail network is a long-term project, with estimates suggesting completion in the 2040s or 2050s. I won't be here in 2040, and neither will you probably," he quipped.

When asked about implementing a capital spending cap, as recommended by Mr. Eslake's report, Barr pointed to the industry's capacity to deliver as a natural limit.

However, Ashlee Berry, the chief executive of Property Council ACT, argues that stopping all capital works would only delay essential projects further.

"The real danger lies in completely halting progress. I believe that would be catastrophic for the ACT's future," she emphasized.

The hearings on the ACT's fiscal sustainability will continue on Thursday, March 5, leaving room for further discussion and debate.
